A resident drove a few people to Target where we all decided to buy things to decorate our hall with for Halloween.

At Target we tried breaking up the costs of supplies amongst residents. When we got back to our building, those who did not go to Target helped join in on the hall way decorating.

It was extremely difficult to try and ask (and not force) residents to give money for the decorating (I think the only people who chipped in were the people who went shopping). Since this was the case, whoever bought whatever gets to keep what they bought and that item does not need to be public.
Make sure that you are not violating fire codes, and be cautious when decorating around fire alarms/sprinklers/etc. If there are Christmas-esque lights up then only have them on at night and you (the RA) must make sure that the lights are unplugged when you go asleep (fire safety).
You and your residents run the risk of having things stolen or damaged.
